Title: Reply to Tran-Nam Binh and Mark McGillivray, "Foreign Aid, Taxes and Public Investment: A Comment"
Abstract: The comment of Binh and McGillivray helps clarify the claims that can reasonably be made about the specific linear - quadratic  form (LQ) we employed. Their insight is that the targets specified by us and others who have used this loss function are not true targets for they do not minimize loss.  Their comment, however, does not go far enough.  What difference does their point make and how superior is the quadratic form (Q) they suggest?
